The Inner Harbour at night is one of the most beautiful waterfront scenes in Canada: the Parliament buildings illuminated, the Empress Hotel lit up, and street performers on the causeway. Butchart Gardens offers 55 acres of manicured flowers and evening illuminations 14 miles away.

Pre-booked Butchart Gardens online for the afternoon illuminations session. Shuttle from downtown was $50 CAD return and departed near the Empress. The gardens at night with the colored lights in the sunken bowl are extraordinary. We made it back to Ogden Point by 11 PM with 45 minutes before all-aboard.
Walked the Ogden Point Breakwater path to the Inner Harbour in 22 minutes at a moderate pace. The path runs right along the water and on a clear day you can see the Olympic Mountains across the strait. Stopped at Fisherman's Wharf on the way — harbour seals were literally begging at the fish and chip vendor. Worth the stop.
We arrived at 6 PM and I was worried there would be nothing to do. But the harbour at night with the Parliament buildings lit up was honestly one of the best things of the whole cruise. We sat at a waterfront cafe for two hours just watching the boats come in.
