Docked at Hinode Pier, in Shimizu itself. You walk off beside the S-Pulse Dream Plaza mall and the water-bus stop, with Fuji ahead on a clear day.
How to Get Into Town
Walk to Dream Plaza; water bus to Miho, 1,000 yen. The mall and water-bus stop are steps from the pier, but the boat lands at Miho Platform, not the pine grove itself.

Miho no Matsubara and Nihondaira for Fuji, plus the port itself. The 5th Station is a tour, not a walk-off.
How Much Time You Need
5-6 hours covers the coastal Fuji views. A 5th Station coach tour is a full-day commitment with no guarantee of a view.
Keep in Mind
Mt. Fuji is often hidden by cloud. Even a clear morning can grey over by midday, so have a plan that works with no view.

Paid for the 5th Station bus tour and saw precisely nothing but cloud the entire time. Four hours. Meanwhile friends took the little water bus to Miho and got a gorgeous view of Fuji over the pines for about six dollars. Lesson learned.
Nihondaira was ideal for us, taxi up, the ropeway does the hard part, and the shrine at the top is stunning. No stairs to fight with. The observatory building itself is worth the trip.
Spent the whole morning stressing about connecting buses and my phone translating signs. It worked out but honestly Japan outside the big cities is harder to wing than people say. Write your stops down.
Fuji stayed hidden all day for us and thats just how it goes. We shrugged, ate incredible sushi right by the ship at Dream Plaza and had a great day anyway. Dont pin everything on the mountain.
