How to Get Into Town
Kobe to Kyoto: Port Liner (~5 min, ¥210) + JR Special Rapid (~51 min, ¥1,110). Osaka to Kyoto: subway (~25 min, ~¥280) + JR Special Rapid (~30 min, ¥580).
Main Attractions
Fushimi Inari Taisha, Kinkaku-ji, and Arashiyama are the three most popular choices for a Kyoto cruise day. All three are accessible from Kyoto Station by bus or taxi and require no advance booking.
How Much Time You Need
8+ hours for a comfortable Kyoto day. On a 9-10 hour call from Kobe, you will have about 5-6 hours in Kyoto after transit.
Keep in Mind
Bring ¥1,000-2,000 in cash. Kinkaku-ji admission requires cash at the gate, and many Kyoto food stalls and temple souvenir shops are cash-only.

We arrived at Fushimi Inari just before 8am and had the lower gates almost completely to ourselves. It was extraordinary. The photos you see online: that was our actual experience. By the time we were leaving around 9:30, the tour buses were arriving and the atmosphere had completely changed. Go early.
the port liner from the ship to sannomiya took literally 5 minutes and cost me 210 yen. then 51 minutes on the jr and i was at kyoto station. total maybe 65 minutes door to door and 1300 yen. much cheaper than anything the ship was selling. i did this twice on the same cruise and it was completely stress-free both times.
We skipped Kyoto this time and stayed in Kobe. Walked to the Chinatown, had dim sum, walked along Meriken Park, took photos of the port from the waterfront. It was one of the most relaxed port days of the whole cruise. Sometimes Kyoto sounds more appealing than it is when you have seven hours and jet lag. Kobe was exactly right.
