Half a day covers the castle and market. A full call adds Katsurahama or Godaisan.

You depend on the free shuttle. The port is 7 km out, so confirm the return-shuttle times before you wander off.

The castle keep was too many steep steps for me, so I enjoyed the grounds and the view from partway up while my wife went to the top. Hirome Market was flat, lively, and full of things to try.
The free shuttle drops you right in the middle of things. We did the castle, which is a proper original one and worth the steep stairs, then grazed through Hirome Market. Skipped the ship tour and saved a bundle.
Took the My-Yu bus out to Katsurahama, 1300 yen and it covers the trams too. Hourly though, so we planned around it and caught the 2:10 back. The Ryoma statue and the pines were lovely.
Nobody warned us how far the port is from town. We nearly missed the shuttle back because we lost track of the times. It all worked but check the schedule the moment you get off.
