Ships dock at Old City Harbour, 15-20 minutes on foot from the Old Town gates. The walk is flat and paved, following the waterfront to Admiralty Gate.
How to Get Into Town
Walk to the Old Town in 15-20 minutes along the harbor front, for free. This is the standard approach for nearly every cruise visitor and it works well.
Main Attractions
The Old Town is the attraction, and almost all of it is free. Town Hall Square, Toompea's cathedral and viewpoints, and the medieval lanes between them fill a full day comfortably.
How Much Time You Need
5-6 hours is enough for a rewarding Old Town visit. An 8-10 hour call lets you go deeper without rushing.
Keep in Mind
Bar and restaurant scams in the Old Town are documented. Always check the menu with prices before sitting down, particularly at places where someone invites you inside from the street.

We walked from the ship in about 18 minutes, which was shorter than the shuttle would have saved us. The route along the waterfront is pleasant and puts you right at Viru Gate. Don't bother with the shuttle.
Got to Toompea by 8:30am, practically alone on the viewpoint. By 10am it was packed with tour groups. That hour and a half of early quiet was worth setting an alarm for. The view over the red rooftops is exactly as good as every photo suggests.
