Take an early tender, and you do not need a taxi in Monaco.
Tender or Docked?
Usually tendered. Ships anchor in the bay and small tender boats ferry passengers to a jetty right in the village. Expect 20-40 minutes total from ship to shore during busy season.
How to Get Into Town
Walk 7-10 minutes from the tender dock to the train station. From there, Nice is 8 minutes by train (~€3) and Monaco is 16 minutes (~€4-5).
Main Attractions
Nice or Monaco, one or the other. Both are 8-16 minutes away by train. Nice gives you a proper Riviera city with a great market and beach; Monaco gives you the palaces, the casino facade, and the cars.
How Much Time You Need
6+ hours for Nice or Monaco. The tender adds 20-40 minutes each way, which eats into a short call. A 5-hour or shorter call is better suited to Villefranche village itself.
Keep in Mind
Monaco taxis are expensive and there is no Uber. A short ride in Monaco costs €15-25, and many visitors pay this for a journey they could walk in 15 minutes.
Safety & Comfort
Both Nice and Monaco are safe for independent visitors. Nice requires standard city awareness; Monaco is among the most policed small states in the world.

My knees aren't suited to much climbing so I just stayed in Villefranche. Sat by the harbor for a while, found the Cocteau chapel, had an excellent lunch. At the end of the day I was not stressed and I'd seen something genuinely beautiful. Not every port has to be a production.
Did Monaco in the morning, back by lunch, then took the train to Nice. Tried to do too much. Monaco was rushed, Nice was rushed, and we were sprinting for the tender at 5:15. It worked but just. Next time one or the other.
We took a taxi from the Monaco train station to the casino. It was a 4-minute ride and cost €18. The driver didn't say anything about the price until we arrived. We walked back down and it took maybe 14 minutes. Beautiful, easy walk. Should have done that both ways.
Spent most of the day in Nice. The food market in the old town was running when we arrived around 10am and it was wonderful, all lavender and cheese and olives. We bought far too much. Walked along the promenade for an hour, found a restaurant for lunch, caught the 3pm train back. Very relaxed.
I queued for the return tender for 45 minutes in the afternoon. I wasn't worried because I'd left Monaco at 4pm for a 6:30pm all-aboard. Had a sandwich and watched the village go by. The tender finally pulled up and we were back in 15 minutes. Plan for it and it's fine; panic without a plan and it would have been awful.
