Did the cable car before the walls, which I'd recommend. You get the layout of the whole city from above first, then the walls make more sense when you're on them. Cable car queue was about 40 minutes but we went early so it wasn't too bad.
We did the City Walls first thing, 9am, and it was already warm but manageable. By the time we finished and came back down, the midday crowds were pouring in. Timing makes a huge difference here. Pre-booked online two weeks before and walked straight past the gate queue.
We didn't do the walls with the kids (5 and 8) because the steps looked pretty serious and it was hot. We did the Lokrum ferry instead and they absolutely loved it. Peacocks! Much better call for that age group.
I skipped the walls entirely and just wandered the backstreets for hours. Found a tiny cafe up a flight of stairs with nobody else in it, had the best lunch of the cruise. Sometimes the famous thing isn't the only thing worth doing.
honestly the city is small enough that you dont really need a plan. shuttle to pile gate, walk around, walls if you have tickets, cold beer on the stradun. done. people overthink dubrovnik.
